4 stroke outboards are really sensitive to being put down the correct way. If you suspect yours was laid down on its wrong side, try removing the spark plug. The oil may have leaked into the rest of the engine. Dry and clean the spark plug, and if possible heat its tip in a flame to burn off the oil, then reassemble. You may find it will start much better!
